there simply would be no cartels if drugs were legal, the whole point of a drug cartel is to secure the manufacturing and distribution of high profit goods declared illegal by governments, them being illegal is the reason its profitable
late 1920s alcohol prohibition gave rise to illegal moonshine distilleries, vodka/whiskey smuggling and huge crime syndicates, where are they now? dead& long forgotten, ironicaly in the same era u could buy heroin, amphetamine and cocaine for cough/flu and other ailments
the current futile war against drugs only profits the government cartel that uses its as an excuse to spend&hoard more tax monies via endless bureaucracy, and security agencies
