Something something Soviet Union not ratifying the Geneva convention.
Something something not being a member of the Red Cross and not allowing it to inspect Soviet POW camps.
Something something Soviets not allowing neutral protecting powers (like Switzerland or Sweden) inspecting the camps, delivering food packages, or documenting abuses.
Something something Stalin refusing to acknowledge or advocate for its own POWs.
I truly don't want to justify the Germans (entirely) because if Germans were slightly just slightly even remotely humane maybe slavs would consider deserting the soviet army, aiding the germans, and ultimately breaking the soviet morale and faith in it's own leadership (I believe this last point was crucial for Soviet war effort). Maybe just maybe if they had their feet on the ground instead of daydreaming about krautchan shit they wouldn't have lost the war the way they did and wouldn't have doomed the west or even the entire world in the process.
Anyway, if not even Soviet leadership viewed POWs captured by Germans as humans, and likewise refused to play along international norms for deeming them as bourgeoisie spooks, why'd one expect the German high command to care about them given the whole context of the war? I imagine a German soldier saying "uh why don't we give those guys a blanket" and then immediately getting told the following "you know that there are German soldiers without a blanket too right? we can't afford to help an enemy when our own troops are struggling…". If Germans helped the local populace in any way, Soviets would exploit this "weakness" since it'd inevitably be a constraint for the German army to allocate much needed resources away from the army. Since Germans didn't do this, Soviets exploited this through propaganda and aiding partisans beyond the army lines, hindering the effort of the German army by cutting off logistics and forcing troops to deal with partisans instead. For soviets this was just "pragmatism" of the war, but really it had a lot to do with the USSR not being and not behaving like a traditional state which treated it's own people as ends towards a goal rather than human beings.
So yeah war against USSR could only end in total victory or total defeat. There simply can be no other kind of compromise with that kind of "country" or leadership, so yeah "sorry not sorry" was the unfortunate inevitable conclusion of the SS towards the policies on POWs and treatment of locals.
If anything I'd say the war was still bound to a few pragmatic and humane levels of mutual "respect" that are often overlooked… Like, if Germans were 100% desperate and truly didn't view Soviets as humans they would have used literally every trick up their sleeve, including but not limited to mustard gas. I remember once my great grandmother told me she recalled a German soldier passing by and gaving her family a candy for her (when she was like 5~) lol. Supposedly the ss were very scary though.
