Mexico is a relatively big country, the independent gov was modelled after ameri constitution and inspired on French enlightenment. So at it's core it's a federal state and not a centralized European state (consider eg France which basically assimilated every minority within throughout the 19th century), poor rule of law, hundreds of distinct native tribes, distinct immigrant waves, lots of natural barriers (it is very ruggy and mountainous), poor communication/infrastructure, and drastically different climatic zones (arid desert to the northwest all the way to jungles in Yucatan).
All these factors put together make up for a plethora of distinct isolated regional cuisines. Even most Mexicans know only a fraction of Mexican cuisine.
Say, Yucatan cuisine isn't the same as Veracruz isn't the same as Oaxaca isn't the same as Sinaloa, etc etc
I would compare the label of Mexican cuisine to that of Chinese cuisine as in that the label is way too general.

Like the core aspect of Mexican cuisine imho are the sauces made with local ingredients. Mexican cuisine would be pretty hard to recreate without them.
